SK Turyamureeba Memorial  Library Policy

1. Introduction

The SK Turyamureeba Memorial Library is a central pillar of academic life at the University, dedicated to supporting teaching, learning, research, and community engagement. This policy provides a clear framework for the effective management, development, and use of library resources, services, and facilities in order to promote a strong culture of scholarship and intellectual growth.

2. Purpose of the Policy

This policy aims to:

  • Promote responsible use and preservation of library materials

  • Provide clear guidelines on user rights and responsibilities

  • Support high-quality academic and research activities at MIU

3. Mission and Commitment

The MIU Library is committed to delivering inclusive, innovative, and user-centered information services. It strives to provide up-to-date print and electronic collections, modern learning spaces, and professional support services that empower students, staff, and researchers to achieve academic excellence and lifelong learning.

4. Scope and Applicability

This policy applies to all members of the MIU community, including undergraduate and postgraduate students, academic and administrative staff, researchers, and approved external users. All users are required to familiarize themselves with and adhere to the provisions of this policy when accessing library services.

5. Access and Membership

Access to the Library is granted to all registered MIU students and staff upon presentation of a valid University identification card. The Library may also provide limited access to external users such as visiting scholars and researchers, subject to approval by the University Librarian and in accordance with institutional guidelines.

6. Use of Library Resources

Users are expected to treat all library materials with care and respect. Materials are provided strictly for academic, research, and educational purposes. Any form of theft, vandalism, defacement, or unauthorized removal of library property is considered a serious offense and may attract disciplinary action under University regulations.

7. Borrowing, Loans, and Renewals

The MIU Library provides borrowing services based on user categories and material types. Users are responsible for returning borrowed items on or before the due date. Renewals may be granted where materials have not been reserved by other users. The Library reserves the right to recall items when necessary.

8. Fines, Penalties, and Replacement

To ensure fair access to resources, overdue materials are subject to fines as determined by the University. Users who lose or damage library materials are required to replace them with identical copies or pay the full replacement cost as assessed by the Library.

9. Use of Library Facilities and Environment

The Library provides a conducive learning environment that promotes concentration and productivity. Users are required to maintain silence in designated areas, keep mobile devices on silent mode, and observe cleanliness. Food and drinks are restricted to designated spaces to protect library resources and maintain hygiene.

10. Electronic Resources and ICT Use

The MIU Library offers access to computers, online journals, databases, e-books, and institutional repositories. These resources are intended for legitimate academic use. Users are not permitted to share login credentials, download or distribute copyrighted materials illegally, or engage in activities that compromise system security.

11. User Conduct and Discipline

Users are expected to conduct themselves in a respectful and responsible manner within the Library. Any disruptive behavior, harassment, misuse of resources, or non-compliance with staff instructions will be subject to disciplinary action in line with MIU regulations.

12. Feedback, Complaints, and Continuous Improvement

The MIU Library values user feedback as an important tool for service improvement. Users are encouraged to submit suggestions, compliments, or complaints through official channels such as suggestion boxes, email, or direct communication with library staff.

13. Policy Review and Amendments

This policy shall be reviewed periodically by the University to ensure that it remains responsive to emerging technologies, academic needs, and best practices in library and information services.
